Question : Cisco Rate Limit

Hi all,
I have a cisco access server AS5300 and I want to limit a bandwidth for my customer. the problem is that there is no rate-limit command in that, the IOS version is 12.0. Can anybody help me in this regard to how do i implement the same without upgrading IOS.
