Question : Access Denied trying to shut down network computers

I'm having great troouble controlling computers on my network.

I've tried many methods to shutdown computers on my network but with either software like EMCO remote shutdown, or even the "shutdown" command, **i keep getting "Access is denied" messages**.

The computers on the network are all using Windows Xp pro sp2 and are networked using the Networking Wizard. We use Norton Internet Security 2005 on all machines. Does anyone know if this could be causing problems?

***Can someone please give some kind of guide, step by step settings, as to how to set up my machines (or any others) so that they will accept one of the computers on the network to control them (i.e. shutdown, restart, etc.). In other words, i want to set up my computer so that i am the network administrator.***

The computers are part of a Workgroup, but not a Domain. Does this matter?

Should I assign static I.P.'s or will dynamic ones work fine?
