Question : CC all emails received and sent to one email address

Our president has requested that he receive a copy of all emails sent and received by employees to his mailbox.

e.g. President: [email protected]
Employee 1 : [email protected]
Employee 2: [email protected]
Employee 3: [email protected]

If any emails are sent or receive by either employee 1, 2 or 3 a copy should be sent to the President. I know it is possible to do this at a server level but we don't have an email server - only pop mail accounts.

Also, I can create rules in Outlook/Outlook Express but then there is a chance that employees will know the PResident is a big brother and the President doesn't want them to know.
Finally, a few of our employees are outside the country, hence it is not possible for me to physically go to them and create the rules.

How can I sort this out?

You're not going to be able to do this without access to the server the mail is coming in on.

afaik, you need third party software to do this in exchange.
If you're using an ASP for your corporate email talk to them about your needs.

This is fairly common in high security environments like casinos, financial publications and the like, but I think a published policy is an important part of this approach. Just the policy would probably prevent 99% of what he's trying to stop.

You've got to limit access to personal email accounts as well if you're going to lock down the environment (no trivial task if you leave port 80 open), look for rouge modems, block port 25 except from your server, etc. record telephone conversations, etc.
