Question : associating static IP address to url domain name

I have a static IP that is given by the ISP. Now I wanted to associate this static IP (say 1.1.1.1) to a domain name I've purchased (say aaa.com)

I've asked the hosting company to do so (associate aaa.com to 1.1.1.1), so in my mind, whenever someone input http://aaa.com then they would be directed to 1.1.1.1

I've also setup permission in my firewall so that traffic from port 80 from this IP is to be forwarder to a host: say 15.0.0.15.
There are a number of hosts that will need to be accessible via this url (15.0.0.14, 15.0.0.16, and so on)

Now if I type 1.1.1.1 on my browser, I'll get the message "IT Works" from Apache on the browser.
The problem is that if I put http://aaa.com from my browser, I won't get the same page. It would fail.

The tech support from the hosting company says that I need to install Bind (=DNS Server yes?). Is this correct?
Since I'm running Windows 2003 on another host (15.0.0.14), should I then activate DNS Server service on 15.0.0.14 and route the traffic to this computer instead of 15.0.0.15?

I hope I'm making sense. I find it difficult to explain the situation although it should really not be some complicated. I'm not sure why I need to install a dns/bind server on my setup.

You don't need to install a DNS server, you can go to any DNS hosting service and usually for a small free they will associate your IP with your A record.

You should only need your own DNS server for lots of URLs or for heightened security.
