Is there any way to use a Cisco router to throttle bandwidth to 384/128 on a per user level? So far, I have only been able to impose throttling at the interface level and the entire pipe becomes restricted to 384/128, which is not a good result. We have a 500+ user network, and would like each internet enabled device only to have 384/128 access to the internet.

you can either group the Ips and put them on a pool. Like group a 8 Ip subnet and give them 128k/256k etc... the more statements you put the more load will be on the router. so plan the bandwidth requirements on a group basis and minimize the router load.
