Question : DNS registration "lock down"

Is there a way to keep a workstation from registering with multiple IP addresses in non-existent subnets?
For example, we have test engineers that have multiple nics. One for the network and one to communicate with a test instrument. They get playing around and eventually they end up with two registrations in DNS. One for a valid static IP (no DHCP available) and one for their 10.10.0.0 test subnet. It drives me nuts because after awhile they end up with a bunch or registrations.
Can you specifically allow only registrations from particular subnets through Windows 2003 DNS on the server? It would be nice to lock these 10.10.0.0 (or whatever) from registering and/or allow only valid IP addresses to register.

On the nic uncheck the "register this connections address in DNS" option in the DNS tab in the advanced section of the TCP/IP properties.
