Question : Connection to the Microsoft Exchange server has been restored

I have a network with a remote location. When Outlook 2003 is open on the desktop users are getting this message: "Connection to the Microsoft Exchange server has been restored".
Steps Takes
Replaced network cable from CSU/DSU into switch. I have replaced network cables from punch down into. Replaced cables at user location into the PC.
The problem is worse on some pc's. One laptop is having this happen every couple of minutes. The event log is filthy with this event ID:
Event Type: Information Event Source: Outlook Event Category: None Event ID: 26 Date: 1/23/2007 Time: 1:03:02 PM User: N/A Computer: GCA-70 Description: Connection to the Microsoft Exchange Server has been restored.
I called SBC to have them run a check on the line, and they say it test's clean to the smart jack and to the CSU/DSU. I don't think it is the switch because the network ICON is not dropping and losing connection as well.
Wisdom is greatly appreciated.
