Question : Sent and Received packets bandwidth

I have this particular PC just formatted and ready to go for users to use. However, when I monitor the sent and receive packets, the sent packets are more than receiving packets causing web browsing to be slow. I have confirmed that this computer is free from virus or other trojans and spywares. How do I resolve this issue. Anyway, this only occurs to this particular PC not the others.

You can Install Wireshark on that PC and analyze the packets.
