Question : Exchange system manager "the server is not operational" help please!!!!!

Hello,

when i try to access system manager on my exchange 2003 server I get "the server is not operational" " facility:win 32"
ID no. 8007203a

 I have made no system changes so I am totally stumped.

Check all Exchange services in the Administrative tools -> Services

If they all running - reboot your Exchange server machine ...
