Question : 502 Proxy Error. Connection refused(10061) ONLY when accessing <a rel="nofollow" href="https://payments.ebay.com/" target="_blank">https://payments.ebay.com/<wbr /></a>..........<wbr />.

I have about a hundred public access PCs (each locked down with Centurion Guard devices that return the hard drive to freshly installed state after reboot) with the identical XPPro-SP2 image. This is a public library. All PCs have internet access & Office 2003 programs. Library customers have trouble when accessing eBay (often very slow responses) & when accessing https://payments.ebay.com/........... to make payments (502 Proxy Error Connection refused(10061). PCs are directed to connect through WebSense proxy servers depending on what filtering choices the user makes when logging on, or use no proxy server at all if they choose no filtering. Whether proxied or not, makes no difference. No problems accessing the same stuff from staff XPPro-SP1 PCs on the same network (different domains - PUBLIC.scld.org & STAFF.scld.org). 2 bonded T-1s to the internet thru Qwest.

Anybody have a clue what my problem might be? I've checked to make sure "Use HTTP 1.1 through proxy connections" is unchecked.

Library customers are going to come after me with weapons if I can't get this one resolved :-(
