Question : How to setup a web address for quick failover

I'm in the need of finding some sort of service that will allow us to failover our website to a different location and IP address quickly.  For example, our www.domainname.com aims at 1.1.1.1 and in case of failover, we need it to aim at 2.2.2.2.  I realize we can change the A record for www.domainname.com to the new address, but I'm hoping to find a service/solution where we could avoid having to wait for DNS to propegate around the world.  Anyways, just seeing if there's a solution like that out there.

 A typical senerio would be load balancing (computing)  There are a wide range of services out there from hardware to managed services and of course they come with a heavy price tag.  There is a third option that is much cheaper to implement,  Round Robin DNS Load Balancing.
