Question : Cisco 3845 - PRI release command

I am new to Voice and PRI is hard down on 3845 router and Telco is dispatching on site doe  any one has a command to release the PRI. I'd really appreciate the help

ISDN status
ISDN Serial0/1/0:23 interface
        dsl 0, interface ISDN Switchtype = primary-ni
    Layer 1 Status:
        DEACTIVATED
T1 0/1/0 is down.
