Answer : Voice over IP

It is extermely important to have QOS (quality of Service) properly configured on your network routers and networking equipment to prevent packet loss for voice data streams.  Check out the Cisco ICS7750 turnkey solution.  It is simple to configure and maitain.

I will describe a cisco solution:

Basically you have a card in a router that connects to a PBX for interoperbility with existing phone system or directly to a PRI from the phone company.  This is your gateway.  Then you must have a Call Manager, which is a server with software installed.  You need to have QOS setup on routers and switches, and of course you must purchase the IP phone sets.  You would interconnect the sites via frame relay, ATM, etc.
