Question : Country specific Domains?

Hi,  

           Can i have country specific domains for a site though i don't live there or i am not a citizen. Nor do i have a physical business setup in those countries.  

Supposing, i'm just an online business(no physical presence in a country) can i run a site with country specific domain nsames?

Where can i purchase them(are the registerars country specific or someone like Enom or Godaddy can provide them as well)?

Please provide some recommendations.
