I would say you are being severely overcharged. If you are going to fight the invoice I would suggest calling a couple other Nortel vendors and asking for an email quote of adding an additional PRI. With those quotes in hand go back to your vendor and argue your point. I've upgraded software, done a complete reload on a hard drive replacement, all larger tasks than adding a PRI and never paid > 8 hours labor. Even at $ 150 per hour (which would be high in most regions for Telecom work) that's only $1200. You shouldn't be penalized financially because the guy either wasn't prepared or didn't know what he was doing or both.
