Question : Exchange 5.5 - Information store won't start

I appologize for the repost, however it has been two days and the question has not been approached.  My assumption is that I got to specific in the area so here it is:

I'll try to keep this as brief as possible.   I have been trying to restore an Exchange 5.5 SP4 server in a NT4.0 SP6a environment for some time.  I can not get the Veritas Backup Exec 9.1 to do a restore as it will not attach to the folders.  I just can't get this thing to work.  I am creating disaster recovery proceedures and the best I can do thus far is:

1.  Created a TEMPDC and made it a BDC in the domain, after repl. I took it out, and promoted it.
2.  I created a member server (original, and production box, is the PDC so not sure if this matters but it shouldn't) and installed Exchange on to it.
3.  I stopped the services on the production server and threw the files from C:, D:, and E: up to an FTP and brought them down to the lab network
4.  I copied those files over the files on the new member lab server after running Optimizer

I thought I was in like flyn here as I could now bring up the Exchange Administrator and see the user mailboxes... then I tried to attach an Outlook Client and it would not attach, upon further investigation I have the following Event Viewer messages:

The main one is:  Event ID 7024 - The Microsoft Exchange Information Store service terminated with service specific error 1006.
other errors are dependant errors for other services which probably won't come in to play... so I continued my quest and found I should run
C:\>exchsrvr\bin\isinteg -patch  , so I did this and got this error:

Private store could not be updated Reason DS_E_COMMUNICATIONS_ problem

I have also tried deleting the Internet Message Service to create a new one - it did not work because the information store service was not started.

Please help, I have rebuilt several servers in this attept over the last 1.5 months or so and have tried about every config I know, and that others seem to know.

OK, So we have full off-line backups to play with?; thats cool.

I think you will find that the databases are probably in an inconsistent state. We need to get that corrected with eseutil before you can run the isinteg -patch command. We may need to do that for the private and public stores. Can you have a look at this link, run the options and report on the findings?
