Question : How do I Disable Fault Recovery in Lotus Notes Client 6 & 7

Have instances of users with 6.5 & 7.0.1/2 crashing, this generates a Fault_Recovery.hst file.
User unable to restart client until file is deleted.

I want to disable whatever is creating this file, including NSD.exe if necessary, but hopefully I can do this via a note.ini setting.

If it tries to send info to the server then perhaps you have a policy with desktop setting assigned to these users.  Within this policy in desktop settings it tells client to send crash information to the server. find related desktop settings and cleanup Diagnostic collection options from Diagnostic tab
