GRX (GPRS Roaming Exchange) is described in a recommendation made by the GSM Association in order to attempt to standardize interworking of various GPRS networks as a baseline for future UMTS and other 3G networks to allow seamless roaming over GPRS.
The recommendation can be downloaded from http://www.gsmworld.com/documents/ireg/ir34.pdf and has a very good description of the services provided.
Services are basically routing and packet forwarding including GTP tunneling, DNS services, MMS internetworking, WLAN Roaming, IMS interworking, etc.
IT is in effect a set of rules which, if all GPRS operators adhere to them, customers will be able to roam seamlessly between operator networks. IF a DNS is e.g. not set up in a standard way you would have to reconfigure your mobile everytime you roam to a different network.
