Question : PSEXEC won't connect-Returns "Access Denied"

Hello I've been try to get PSEXEC to connect to another PC on my LAN, but I keep getting the following error: Couldn't access 192.168.2.111: (I also tried the "computer name" instead of IP) Access is denied
Both boxes are running XP Pro. Initially neither had a password, so I assigned a password to both machines (administrator account), hoping that would help, but no luck.
Originally I was trying to get PSEXEC to access a Win ME box, (It has no password) but I kept getting this message: The network path was not found. Make sure the default admin$ share is enabled on MEPC_1
At that point, I wasn't sure if PSEXEC would even work when trying to connect to a Win ME box, so that's when I tried it with 2 XP boxes, but I kept getting the "Access is denied" message. Ultimately I need it to connect to the Win ME box, if possible.
The network is connected via a broadband router. I also tried to put one PC in a DMZ, to see if that was stopping it. And, I DID turn off the Windows firewall on both machines as well, but no difference.

make sure you actually have the admin$ share working. right-click your %system% (C:\Windows) folder and go to properties. on the sharing tab, make sure there is a share called admin$
also, is there any other 3rd party firewall software installed? like NIS or ZoneAlarm?
