Question : Cannot rename <filename> It is being used by another person or program

Get this message trying to rename (or delet for that matter) a file on our file server. 2003 Server SP1
Our sbs server (2003 SBS Server SPS1 ) is the primary domain controller.
The file is clearly not in use, access rights and sharing is correct and I have administrator rights.
Your help appreciated
