Question : SMTP

I have remote POP3 users and am trying to securely enable SMTP relay so that they can use the internal Exchange server to send authenticated email against our domain.  So far I have completed the following:

1.      Create a new AD group called "POP3 Relay"  
2.      Added all the users that I want to relay to this group. Exclude
3.      Then go in to the SMTP virtual server, Access tab, then relay.
4.      Click on the "users" button and add the group "POP3 Relay" to the list.
5.      Enable both "submit" and "relay" permissions.

However when I try to log onto the SMTP server via a remote Outlook client I am not allowed.  
Could this be an ISA problem?

Am I missing something obvious?

Am I correct in adding the public IP of my server as the SMTP address?
