Question : Windows Server 2003 DC Slow in "preparing network connections"

I just want to know if this situation is normal:

my domain is configured with 2 domain controllers:
the first configured with FSMO, DNS, GB
the second configured with DHCP, WINS, GB.
When both DC shut down and the first DC (the one configured with the FSMO roles) is
started up then that domain controller remains with the "Preparing Network Connections"
message displayed for a long time - like 6-7 minutes.
If the second DC are already running, the first DC do not exhibit this problem when it is starting up.
both DC point to internal DNS (first DC). netdiag and dcdiag OK and no errors in event logs (2 warning in file replication service: 13508 and 13509 and error 2087 in directory services appear when the second DC is shut down but i think is normal).

Answer : Windows Server 2003 DC Slow in "preparing network connections"

Ensure your DNS server doesn't point to an internet DNS service (eg: your ISP's DNS servers) in it's TCP/IP settings under Network Connections. It needs to point to itself.

Also according to this post the issue can be in NIC teaming (or drivers)
