Question : Lock down DHCP and Static IP Addresses using Server 2003

i am using windows server 2003 as my dhcp server. We have dhcp turned off on our firewall and switch. When people plug into the wall, they get an ip address from dhcp server (server 2003). I have my scope set at a certain range. Sometimes some of the guys that are savvy with computers come in, and give themselves an IP address that is outside of the DHCP scope and I cannot see them. How can I lock it down so they cannot give themselves static ip addresses outside of the dhcp scope? Also, i noticed when they are outside of my scope, they can also access our shared files etc. Basically, i want to make it so i know who is on a certain I address, and give certain permissions to resources. Also, if someone were to come in here and jump on our wireless, they can access our resources (shares, printers). I need to make that more secure as well.
