Question : Cable Internet Speed - Speedtst.net 8Mbps / Actual < 1Mbps  Why?

I have just switched to Comcast Workplace Extended Internet.  When I use speedtst.net the speeds are 6Mpbs and up.  My problem is when I download files from say Adobe or other websites the download speed is mostly 1Mbps or slower.  I am using Windows XP Pro, I built my computer is has a core2 extreme 2.66Mhz processor with 3Gb or RAM.  The motherboard is an Asus P5W64.  We have a Gigabit network with Netgear Gigabit switches.  Currently I have a NetGear FR114P Router that I will be replacing next week with a WatchGuard Firebox Edge X20e

My question is am I missing a setting somewhere in Windows or the Router.  MTU is set for 1500.  We have a static IP address and the router serves as a DHCP server since we have a peer to peer network.

Also its not just your broadband but the server that is sending the files are also being slow due to multiple downloads etc
