Question : How do you setup a Windows DNS server for a LAN that is using peer group networking now?

I would like to setup a backup server, CrashPlan Pro, on my LAN with access both from the LAN as well as outside the LAN through a dynamic dns address I have set up with dyndns.com. When I'm on the LAN, I would like the traffic to stay on the LAN so that it's faster than going out to the internet and coming back through the router again.

I understand that an internal DNS server will do the job. How can I do it? I could use Linux but I'm more comfortable with Windows.
