Site survey is not only about how many users. Its about the lay out of your site, how much space to cover , how much obstruction and interference. It's a warehouse, so I am assuming that you may be using handheld for stock management etc. If that the case, then you will probably need to also look into how the shelves are design , material used and the type of stock you will be storing. Does the stock cause any interference?
