Question : How do I monitor a networked broadband connection?

Is there anyway to accurately monitor a networked broadband connection?  We are experiencing problems when our connection to our externally hosted business extranet dramatically slows.  We have done all the usual online broadband speed tests and this hasnt highlighted any real issues.  We have even changed providers but this hasnt helped!  Is there anyway to monitor or test a connection to a single web address?  We ideally need to look at everything  the number of hops, up and download speeds, the load on the network and the response time from the hosting server to try and identify where the bottleneck exists.

The extranet connection is with Demon 2MB 1:1.  All other web traffic (i.e. mail, general web browsing, software downloads, etc.) is routed through a second ADSL connection (approx 6.5 MB 25:1).

Any ideas or help would be greatly appreciated.
