Question : what is Ip phones licence  are , why I´ll need them ?

I would like yo know why I need go get licence for each ip phone, since when the I p phones get to the CME it get registered, and get the tone also, and the phones can comunicate with each other .
and in a scenario whre I want to add 4 direct lines from the pstn to the branch office where I have 4 Ip hpnes, en ip phones are correctlly configured the se secondary number in EPHNES-DNs, where do I plug the cables comming from pstn ?, I mean I have in the patch ,the 4 lines that are  comming from PSTN, (I guess thats FXS), I should utp cat 5 from those FXS to the FXO/FXS )which one ?) on the router ???

the license for phones in CME and call manager 4.x is something virtual just to have services from Cisco. you can make illegal(not recommended) but you will lose the support from Cisco in case of issues.
