Question : Netscreen 5xp Routing to SBS2003 - one user at a time?

Greetz all,
Thanks for answering to this urgent situation. It may not be that hard to fix, but I made it worth 500 because it is urgent. I would like to provide a solution tomorrow or ASAP at any rate. I will do my best to describe what is going on (or not going on...) I put as much detail as possible into this. I am an obvious noob new to the netscreen family of routers, but I can feel my way around most networks. If you can assist me, it would be greatly appreciated.
I have a business client who is expanding their network. In a nutshell, they have two (2) offices. The problem is I cannot connect more than one remote office XP workstation client *at a time* to SBS2003 after I introduce a netscreen 5xp into the network. Read on if you think you can help.
First, a layout of the network currently:
Office1: In office one, they have one SBS2003 server with one (1) Nic. It connects to a dLink switch which connects to a netscreen 5gt (five ports, running os5.0), then connected to ISP1's DSL router, then out to the 'net. There are also two XP client PCs and two XP laptops.
Office2: In from the 'net, through ISP2's cable modem (speed tested at 2.1mpbs), to a netscreen 5xp (single port, running os4.x), to a netgear switch, and then to the office where there are three XP laptops and one XP workstation. There is no server on this side.
All users can access the internet in all situations.
WITHOUT the netscreen 5xp, all users can simultaneously connect to the SBS in office1, after pulling public IP addresses from ISP2s cable modem. All users connect using Connect to Small Business Server shortcut installed on their desktop. Users have successfully used Outlook in regular mode, as well as OWA; they can use mapped network drives; they obtain an office1 IP address; and they each appear in SBS Routing and Remote Access on their own line.
However, without the ns5xp, we have other problems: It is the DHCP server for office2, as well as the firewall, etc. We also use the 5xp successfully to connect to a third (not yet mentioned) VPN. We need all users to be able to use that successfully configured VPN **at the same time** as the Connect to Small Business Server connection. Currently VPN only works when SBS connect is disconnected.
PROBLEM: I believe it is a config issue on ns5xp in office2 because the issue is compounded when the 5xp is introduced into the network. WITH the netscreen 5xp, only one (1) user can successfully connect to office1 SBS at a time! Internet and third party VPN works for all users. However, anyone trying Connect to Small Business Server after the first user is already connected, gets the dreaded 721 error that I have read EVERY article on :X
Questions to get the points: 1. How do I make the 5xp support multiple simultaneous SBS connections from office2 to office1? 2. I dont have an os5 upgrade for the ns5xp; where can I get that? Will it keep existing settings intact? 3. How do I make the 5xp allow clients from office2 to Connect to Small Business Server at the same time as our tested and working third party VPN? For all office2 clients simultaneously? 4. Is office2's Cable modem fast enough to host four to seven clients and apps like the network version of Act! Contact manager? (educated opinions will qualify here). 5. Is there a better way? Im open to better ideas: using a netscreen 5gt and a 5xp, how would YOU connect two remote offices (and one third-party VPN) via Internet, to enable Outlook Exchange server, shared files, mapped drives, network printing and network applications for a workgroup of less than 10 users?

Ok you have static ip at both ends this makes it easier to setup, leave the subnets the same, read this
