Question : does eclipse have a gui designer like netbeans

I've been learning Eclipse with java for the last week and a half.  It just dawned on me what is missing.   Where is the gui designer?  

I just did an Internet search and t looks like you have to use a plugin.  

Is this true?  If it is, please help me install a plugin b/c I don't know how.
