Question : Problems Using Cell Phone For Bluetooth Tethering for Internet access on PC

I have an HTC (AT&T) Fuze cell phone. I am trying to use it as a modem to tether it for internet access using my laptop. I can use my USB cable and plug one end to the cell phone and the other to laptop and connect using Internet sharing just fine. I can also pair with my cell phone with success. Furthermore i can also connect to via Active Synch USING BLUETOOTH connection with success. This is what has me so frustrated. I can do all that even using my bluethooth on my phone to use active synch (NOT USB), but when i try to cennect to "network access" via bluetooth it failes. This is what i try to do to connect via bluetooth:
What I do is on my cell phone i pull up "Internet Sharing" app. In the "PC Connection" field i select "Bluetooth PAN". Then click "connect". Then on the laptop, I pull up "My Bluetooth Places". After pairing with device i highlight my cell phone and right-click and select: "Connect Network Access Point". But after about a few seconds i get the following error message EVERY time:
The Network Access connection failed: No local Bluetooth device was detected extremely frustrating! what makes it more frustrating is a while back i was actually able to get the bluetooth Tethering to work. But hasn't worked now for about 8 months! PLEASE HELP!!!
