The best way to determine whether or not the server is lying to you is to go into monitor and check the statistics. The most telling statistic regarding RAM is generally "long term cache hits." If this number if below 90% then you want to add RAM.

If you have plenty of RAM, then the problem lies elsewhere. Make sure you're using SP9 for Netware 4.11, because I've seen outdated nlms cause this.
