Question : Need help with the process: Create and Sign Certificate Signing Request

Greetings,
I need to get through a process of creating and signing a certificate. This process is defined here:

The particular title on the page is: Create and Sign Certificate Signing Request
It appears there is NOTHING to it. However, I'm having problems with the first step because I still don't understand this part:
............ you will be asked to paste your certificate signing request and click Submit
Where on earth does my certificate signing request come from?? My best guess is that I need to use IIS to create a server certificate and paste the contents of that certificate in the first window which they entitle:
Please paste your Certificate Signing Request (CSR) here
