Question : Question on Email client functionality

We will have another site coming on and we are deciding what sort of mail clients to give them, the choices are between
Outlook 2003 (MAPI)
None (they access via OWA)
Outlook Express (POP3)
IMAP4
The requirements are that:
i) Corp Admin (e.g. PA's) group needs to be able to 'send on behalf' of other users
ii) HR need to be able to digitally sign their emails
iii) Junior IT group need to be able to access public folders
Are any of the mail clients above not able to provide some of the functionality?

-There are far more email clients who support IMAP compared to MAPI
-In my workplace (we use MAPI), there have been some people who are forced to use a VPN connection from home due to their ISPs blocking certain ports (that MAPI) requires.
