Question : Recommendation needed - access point with time-based ip restriction

I'm looking to install a consumer-level access point (hopefully one under $100) that enables me to restrict all IP traffic by time... I'm doing this for a parent that would like to essentially shut off internet access, both Web and IM during a certain stretch of time during the day.

Does anyone have a recommendation?

It has a scheduler for the wireless section as well as access control rules that can be set to block by IP (including ranges, e.g. from 0.0.0.0 through 255.255.255.255 and ports 0-65535) and/or by URL, or allow/block only local (LAN) access.
Is that what you had in mind?
