Most likely, you have two blade sets. each with a blade on each side. One set is rectangular with a hole in the middle. It is used for 66 blocks for phone lines. The other one is for 110 blocks and network cables. For each set, one blade just punches the wire and the other one punches and cuts the extra wire off at the same time.
