Without a static route, the laptop and other PC's will look to it's default gateway for the 10.0.0.0/24 subnet. That is why it is the "default" route. Thus either that gateway, such as a router, must have the route added, or the RRAS be the default gateway as it knows the subnet by default. The return route must be known by the remote devices as well.
The simple solution would be to make 10.0.1.1 the default gateway for the new subnet and enable Rip V2 routing on the RRAS box and 10.0.0.254 router/gateway. This allows a dynamic routing table to be built automatically.
