Basically what is happening then is when you set those settings in cpanel they will not do anything. if the cpanle cluster is not authoratative for the domain none of those settings will ever be made public. Normally on a setup of WHM, and its been a while since i have done this so i might be a little rusty. You install WHM and cPanle on a server and normally you give that server 2 external IPs (otherwise DNS gets grumpy). Once you have those settings configured then you log into your registrar and point to your new WHM, cPanel installation. Then all requests on the web will come back to your servers and get the DNS information it needs from there.
