Question : DHCP relay over Cisco router

I'm having troubles configuring DHCP relay over my 3640 router and could use some help

Here's my setup

Cisco 3640
DHCP Server - 192.168.5.1
E0 - 192.168.5.254
E1 - 191.168.25.254
Helper-address 192.168.5.1

DHCP Server
Scope 192.168.5.0
Scope 192.168.25.0

Each of these have the following
003 - router
006 - DNS
044 - Wins
046 - Wins

The client is directly connected to the E1 via a crossover cable.  Open trying to obtain an ip address on client it eventually times out.  I used network monitor on the DHCP server to see if the discoveries were getting through the router and they were.  The only problem is there is no offer request back to the client.  Is there something I have to setup in the scope in order for it to work?

I also noticed that in the discovery the DHCP : Relay IP Address (giaddr) = 0.0.0.0

Well, it only takes 4 lines down in your config to see that you have DHCP turned off. Hahaha. Turn that back on and it should work.
