Question : Questions about setting fpt site

Hello,
I'm trying to setup an ftp server using Windows Server 2003, I followed the steps at the site below, but stuck at the IP addresses.

In the instructions it said about the server has 3 IPs 172.16.11.210, 172.16.11.211, 172.16.11.212,
What are these IP? my server only have 1 external ip.
Does he just made up these IPs ???

Tasks to set a ftp server :
- Define Folder(s) per Account(s) or not
- Define Account(s) and her associate permission(s) (you want this user only read, other write, other only see content of folder, this one read and write file,...)
