Can I migrate the PDC FSMO from one DC to another DC at any time or does it need to be done with no uses on the system?

Hi there, if bothe servers are online an working then it can be transfered at any time with the MMC.  If one has catastrophicly failed then you must seize the roles with NTDSUtils.exe  Check out this article for W2K.
