Question : VPN Watchguard Firebox 700 and two soho 6tcs weird problem with on ip from one site

hi there,
I have three sites one with a firebox 700 and two others with a soho 6tc. its been running for a while now and alls fine until recently. one site cannot ping one of the machines with the firebox 700.
if I ping 192.168.1.13 from the 192.168.4.X site it works and all the active directory and exchange is running.
if I ping 192.168.1.13 from the 192.168.3.X site it does not work, on any machine not just the server and the watchguard log says "user count exceeded" I cant find any reference to what that means. but restarting the soho does nothing its still the same. I can however ping any other address's i.e 192.168.1.17.
we've got the telecomms guys coming out to it they are changing the router as if we powerdown the router and back on and then the watchguard its all fine for about an hour.
The 192.168.1.13 server cannot ping any 192.168.3.X apart from 192.168.3.1 (the soho)
the soho 6tc are upto date 6.20.20 or what evers latest and the firebox I upgraded it to 7 just to make sure it was not the 700 that was at fault. the only thing I've found is the ping from 192.168.1.13 when it is not working, acually gets to the other end and dies but neither log it. the soho logs every denied outgoing packet to the 1921.68.1.13.
I thought it was active directory corruption at first but all down to telecomms.
has anyone come across this before and is it the router thats at fault since turning it on and off fixes it or is that a coincidense.
the same problem happen to the other site a week or so ago and all I did was rebooted the soho and happy as anything. no problem since. it was after a power cut.
this problem now is after a electrical storm, but nothing was broken in it.
hope some one can shed some light?
