Question : LAN & Internet Connectivity NOT available....

I had a peer-to-peer network between two Window Xp home with access to the internet via a router. System "A" can not access the internet or network. System "B" can access the internet directly or through the router.
Information about System "A"
- After connecting to the internet via modem... I get "The page cannot be displayed" message in the browser. (I get the same results with cable access).
- When I attempt to repair my local area network connection via the pull down menu, I get an error message "The following steps of the repair operation failed: Renewing the IP address"
- Looking at the event properties for source-Dhcp, the message is "Your computer was unable to automatically configure the IP parameters for the Network Card with the network address..... The following error occurred during configuration. An Address incompatible with the requested protocol was used".
- Using ipconfig/all returns autoconfiguration IP address 169.254.237.76 and subnet mask 255.255.0.0
- TCP/IP driver is ok and network adapter is ok (verified by ping 127.0.0.1 and ping name of local host
- ipconfig /renew returns: An error while renewing interface local area connection3. An operation was attempted on something that is not a socket.
Per the Event log... - Error 7023 IPSEC Services Terminated - an address incompatible with the requested protocol was used (error 10047)
Event 7000 - ASPI32 service failed to start due to the following error. The system can not find the specified file (but what is the file name / b2)
There are some other events that have info but do not seem to be associated with this problem (8033, 4202, 4)
Network cable is good.
So what should I look at next to fix this problem ?
