Question : Limited or No Connectivity error

I have a HP Computer running Win XP Home SP2 that refuses to aquire an ip address. The Icon for the connection. Has a yellow exclamation symbol and says Limited or No connectivity. Shows Ip Address: 169.254.183.84 Subnet Mask: 255.255.0.0 It does not obtain an address if I force it to release and renew. Prior to having the problem we were removing a slew of Adware in safe mode. System restore had been turned off prior to going to safe mode. I have replace the network card and reloaded drivers ect. New card and driver yeid same results. Anyone have any Ideas? Oh! I also manual assigned An IP and that did not work either, however the error message (Limited or no Connectivity) did diappear.
