Question : ppp stack + pc = tcp/ip stack ?

Can one access internet a) if gsm modem used only has ppp stack, but modem is connected to pc ? b) if gsm modem used does not have ppp stack, but modem is connected to pc ?
( I'm buying a gsm modem, choosing between mc35, m1306b, a2d. It seems that mc35 does not have tcp/ip stack ( eg. http://www.experts-exchange.com/Networking/Wireless/Standards/GPRS/Q_21461680.html ) It also seems it does have ppp stack ( http://www.mobiledata.com.au/MC35T_Datasheet.pdf ) )

Yes definitely you can access internet.... I am using a Wavecom modem which has neither PPP or TCP/IP stack.... I use the dialup utility of Windows to connect to the GPRS network and browse using my PC....
