Question : Windows XP Toshiba wireless laptop won't connect to public access points

I've got a user with a Toshiba laptop running Windows XP, and I can't seem to get it to connect to free-to-use networks. It seems to work ok at work, and at his home, but when the user is trying to connect to a network in a hotel or restaurant that has free public access, the connection times out before it can finalize. I've checked to make sure there are no conflicts, and the signal is always more than adequate to connect. I'm wondering if there's some compatibility issue with Toshiba and the Wireless Zero that Microsoft has set up. I've heard about an update or fix from Microsoft, but I can't seem to find it anywhere. If anyone can point me in the right direction, I'd appreciate it.
