Question : Can't hit Internet except in Safe Mode w/Networking

In Normal boot up my LAN wired connection says limited or no connectivity and I cannot hit an internet page -but works fine in Safe Mode w/ Networking.
So far I have:

1.) Removed firewall programs & unchecked Windows firewall
2.) netsh winsock reset catalog
3.) Uninstalled and reinstalled the onboard Intel Pro/100 VE with fresh driver from Intel.
4.) Downloaded the famous winsock fix
5.) Disabled everything in Startup via MSCONFIG; also disabled all but Microsoft services.
6.) System Restore points were not active -so nothing to restore to.

Still NoGo in Normal but works OK in Safe Mode -what might I be missing or what else can I try?

169.254.x.x is APIPA address range. This is "automatic private IP Address" and is assigned by windows by default whenever it cannot get an IP address from a DHCP server.

If you manually assign the PC the IP 192.168.0.100 / 255.255.255.0 / GW 1921.68.0.1
Can you then at least ping the GW address?
