Question : Duplicate MAC address 02:03:8A:00:00:11

We are having problems in with duplicate MAC addresses on our DSL network.  So far, it's only been on Dell machines configured with XP, but we've seen it all over the US.  Has anyone ever seen any software or hardware clients that use the following MAC address when establishing connections across a DSL network:
02:03:8A:00:00:11

UPDATE:

I have found out more information on this issue.  It appears to be a problem when the user is hooked up to a Westell Dual (USB/Ethernet) modem using XP and a ROUTER (not sure what kind yet).  We have decided it's not a Dell issue, but maybe a spoofing issue.  We're still looking into it.  Any additional information would be appreciated.

Maybe DSL bridging?

At any rate.  It doesn't sound like a normal DSL network.
Maybe they are using Nortel equipment.


Nortel - We only implemented echo reply, echo request will come out in version 4.1
