Question : unable to add network connection

I'm running Win XP Pro, SP2.  I'm trying to add a VPN connection which requires that I create a new network connection, which I am unable to do.  I've tried double-clicking on 'Start->Settings->Network Connection' but that doesn't open any window.  I dont see an option to 'Add' connection under the 'Network Connection' menu either.  
Same results when trying from 'Start->Settings->Control Panel->Network Connection'
It was there before.  Maybe SP2 removed it?  Any ideas?
I have one working NIC, which Device Mgr shows w/o problems.

Sounds like you need to do all the usual: full virus scan, spyware scan, re-apply SP2, etc.  Something's broken and it doesn't seem very obvious why.
