Question : DHCP not allocating IP addresses to VPN connections (Etec router problem?)

We have a problem with our VPN addressing, the question here (http://www.experts-exchange.com/Networking/Q_21638783.html) has identified that the problem is we are not getting the DHCP properly allocating the IP addresses properly.
Here is some background:
Windows Small Business Server 2003. IP address 10.0.0.5 Router/broadband modem - Etec. IP address 10.0.0.2 (and static IP on internet side) Subnet masks set to 255.0.0.0 on everything. There is also a dell wireless access point running on the network.
The DHCP service on the server is disabled. DHCP should be being allocated by the router. This is enabled on the router. (I've tried allowing it to pick any range it wants and fixing the range). Client machines in the office are assigned IP addresses statically.
Remote access to the server is achieved by connecting to an ISP (via dialup or broadband) then establishing the VPN connection (which is incoming via the router) to the server. The connection is fine but we end up with APIPA IP addresses on the VPN client(s). We have ignored this for a year - but is causes a problem discussed in the other question.
I don't think DHCP works in the office either and if you attempt to use it. So this suggests DHCP is not working - but it is enabled - anyone any ideas?

First, stop it on the router. Second, start the DHCP Service on the server and goto Start-Programs-Admin Tools-DHCP, from there you add your scope, scope options (DNS Server, Gateway, WINS Servers, etc) and go from there.
